Law Enabled Schools to Avoid Reporting Abuse Allegations

Schools have always been among the entities with a legal obligation to report suspected child abuse for investigation under the Pennsylvania Child Protective Services Law enacted in 1975. Educators who fail to report suspected child abuse risk losing their state licenses and can face criminal charges.

But the law was not always clear about when suspected abuse should be reported, and to whom, especially when the accusations involved colleagues.
